The government has published the first quarterly update for the final iteration of the Island Plan 2025–26 (hold your applause).
Outlining progress across 83 milestones, the report lists 23 completed tasks this quarter, while 47 remain on track and 15 are flagged as “at risk” or “red.”
Key achievements include the closure of applications for the Island Infrastructure Scheme’s second round, the implementation of a single-entry point pathway for homelessness, and progress on housing and inward migration reforms.
Economic highlights feature the launch of new business support schemes and the Innovation Challenge Finale, which attracted 34 applicants from 16 countries.
Environmental efforts saw the publication of the Climate Change Annual Report and development of a Territorial Sea Legislative Framework.
Challenges
However, the report also reveals delays and challenges.
The adaptation of planning policy to align with the Climate Change Act has been pushed to April 2026, while work on four major brownfield sites is “at risk” due to private sector uncertainties.
The Transport Strategy and Criminal Justice Strategy updates face delays, with target dates extended.
Public Sector Efficiency saw £7.4 million in savings identified, though the DHSC and Manx Care failed to meet budget targets.
Port security improvements and non-custodial tagging legislation were highlighted, alongside energy projects like onshore solar and wind developments, though there are delays in each of those areas.
Critically, the report lacks detailed explanations for delays, particularly in housing and transport.
For example, it outlines delays in bringing four major brownfield sites back into use, citing “changes in private sector plans”, but fails to provide any more detail on the sites or what action will be taken.
