More than half of the government’s targets for 2025-26 have been completed, according to the latest quarterly progress reports.
The Island Plan report for October to December 2025 confirms milestones delivered during the period include the development of a new long-term Sports Strategy, completion of a two-year air quality monitoring trial and publication of literacy guidance as part of the Education Continuous Improvement programme.
The Efficiencies and Change Programme report identifies £14.6m in potential financial benefits to date, but with just £2.5m in efficiencies and savings forecast by the end of the financial year.
This progress has been delivered against more than £8m in cost pressures absorbed by departments this financial year.
Platform
Delivery focus this quarter included the launch of a new in-house online platform enabling people of voting age to manage their own details ahead of the 2026 election, completion of new technology to support direct debit payments across government services, and continued progress on the One Government Estate project.
The Size of the Public Service Workforce Report shows the overall workforce increased by 0.7% during the quarter. Manx Care accounted for the largest increase, reflecting continued investment in front-line health services.
Changes across core Departments show an increase of 0.5%, reflecting at a department-level normal recruitment and turnover, alongside targeted workforce adjustments aligned to organisational priorities.
Work continues on workforce planning and internal reorganisations to ensure resources are used efficiently and effectively, with a continued focus on value for money, service resilience, and long-term sustainability.
