Chief Minister Alf Cannan has praised Treasury’s “bravery” in raising personal allowances and warned that uncontrolled healthcare spending poses a “serious and significant threat” to the Manx budget.
Mr Cannan acknowledged Manx Care had received another significant funding rise, with an extra £40 million allocated this year, taking its budget to 100% above 2021 levels.
However, he stressed that healthcare spending growing at 12% annually “far outstripping the balance needed between forecasted income and expenditure remains a real concern”.
He said: “If Manx care can adhere to its spending forecasts, I take fright at the projected increase of 650 million if Manx care cannot control its budget. That in itself would raise spending from the current 35% of total available income to 48%. That is serious and significant.”

Mr Cannan also highlighted investment in childcare, apprenticeships and the airport, and pointed to a halving of the predicted deficit to £27.6 million for next year.
But the Chief Minister reserved his strongest language for the rise in personal allowances, describing it as “the most tangible and direct way this government can put real money back into people’s pockets”.
Taking aim at critics, he said: “There is no Shylock here, Mr President, just Sherlock. If you invest in people, if you cut taxes, if you put money back into working people and families, you increase the value of the economy.”
He added: “Forget Shylock. Support Sherlock.
