Representatives from the construction sector warned that the island’s capital programme still lacks the clarity businesses need to plan ahead.
Brian Butler of Construction Isle of Man told the Manx.News Budget debate panel that firms “can’t see what’s coming around the corner” and are struggling to make long‑term decisions.
Speaking during the discussion, Brian explained that companies want to invest in apprentices, equipment and capacity, but the current stop‑start pattern of government projects makes that difficult.
He said the sector needs predictability, not just announcements, and called for a clearer pipeline of work so firms can scale up with confidence.

He also highlighted the wider economic impact of uncertainty, noting that construction is a major employer and a key driver of local supply chains.
Without a stable flow of projects, he warned, businesses face periods of inactivity followed by sudden spikes in demand, a cycle that pushes up costs and makes it harder to retain skilled workers.
The comments came as part of a broader discussion about the island’s economic direction, with other panel members stressing the need for long‑term planning, better coordination across government, and a more consistent approach to delivering major projects.
The £1.47bn Budget, they said, will only achieve its aims if the capital programme is delivered in a way that supports both economic stability and workforce development.
