Rushen MHK Dr Michelle Haywood has described the approval of sweeping budget reforms as a “seismic shift” that will transform how Tynwald scrutinises government spending.
The changes, which follow a committee report with 25 recommendations, will allow Tynwald members to amend the budget rather than facing a simple “yes/no” vote on acceptance or rejection.
Dr Haywood, who spoke passionately in support of the reforms in Tynwald yesterday, said: “The years of a ‘yes/no’ vote to accept/reject the whole budget are over.”
The Rushen MHK had previously attended a Commonwealth Parliamentary Association workshop on financial oversight, where she discussed how the Island could improve its processes.
She said: “Never did I think we would manage to achieve this during this administration.”
Despite attempts by the Council of Ministers to delay implementation, 24 of the 25 recommendations were accepted by Tynwald members.
Dr Haywood said: “This shifts the balance of power between the executive (CoMin) and parliament (Tynwald) in a way that allows members to check and challenge the executive.”
The reforms will introduce clearer timetables, more timely data, an autumn financial statement, multi-year budgets linked to outcomes, and Tynwald approval for any government debt exceeding £5 million.
She added concluded: “I’m proud to have voted to support the recommendations, and I’m looking forward to a much better budget process.”
