Child Abuser to Appeal Sentence

Isle of Man Prison in Jurby

A man convicted of abusing two children over a 13-year period is to appeal his sentence.

William Duggan was convicted of a total of five counts of gross indecency and nine of indecent assault against two young boys over a period of eight years.

Deemster Graeme Cook sentenced Duggan to 11 years for what he called a “catalogue of abuse perpetuated by you against two vulnerable boys”.

He was also placed on the sex offenders’ register indefinitely and is subject to a sexual harm prevention order that will limit his contact with children under the age of 16.

Duggan is now appealing against that sentence, but not against his conviction.

That appeal will be heard in the new year by Judge of Appeal Justice Anthony Cross KC and First Deemster Andrew Corlett.
