Costed Housing Strategy Still in Development

The DoI Minister says government remains committed to delivering up to 1,000 affordable homes, while work on a fully costed long‑term housing strategy continues.

Infrastructure Minister Tim Crookall MHK has outlined the current position on housing development planning in response to a written question from Onchan MHK Julie Edge.

The Minister said that a December 2024 policy response to the Objective Assessment of Housing Need committed to delivering up to 1,000 affordable, government‑facilitated homes over a ten‑year period from April 2025, based on continued monitoring of evidence‑based housing need.

He said the commitment is being delivered through a range of housing providers, including local authorities, the private sector and Government.

Initial focus is on existing and deliverable opportunities, and a paper setting out the developing work programme is due to be submitted to Treasury shortly.

Mr Crookall said that further work will be undertaken to develop a costed, longer‑term strategy, and that accuracy will increase as individual projects are developed.

He stated that commercial sensitivities mean detailed information cannot be published at this stage, but confirmed that all progressing projects will be subject to public consultation and open tender processes in line with procurement requirements.

On funding, the Minister said potential sources may include Section 13 of the Town & Country Planning Act, affordable housing built by developers, commuted sums, Project Development Funding and Housing Reserve Funding, with all streams subject to their respective statutory and governance processes.
