There is no solid timetable for bringing proposals for the Cummal Mooar replacement scheme to Tynwald.
The admission comes in response to written Tynwald questions from Ramsey MHK Lawrie Hooper, who sought answers over a lack of progress and communication since earlier ministerial commitments.
In her answers, Claire Christian said “there is no confirmed timetable for bringing proposals to Tynwald regarding the Cummal Mooar replacement scheme”.
She attributed the delays to the Department not having finalised its preferred service specification.
Progress
“Progress has been affected by internal resource constraints, which has limited our capacity to engage meaningfully with local stakeholders and agree on the service delivery model,” Ms Christian said.
To address the issues, the DHSC is establishing a Capital Steering Group, with its first meeting scheduled for early November. Work is now focused on reviewing previous proposals, with a key stakeholder meeting set for tomorrow to determine the site’s intended purpose.
The DHSC aims to complete engagement and service specifications by the end of November, with a request for Capital Funding from Treasury to follow early in the 2026 financial year.
“I acknowledge the delay and apologise for the absence of clear communication to date,” Ms Christian said.
“The Department remains committed to progressing this important scheme and will provide a full press release in the coming days to inform the public.”
