The Department for Enterprise says it is actively assessing how satellite‑based mobile data technology could support future connectivity and resilience on the island.
However, the Minister stressed that any deployment would need clear use cases, commercial viability and regulatory approval.
In a written Tynwald answer, Enterprise Minister Tim Johnston said satellite‑enabled mobile services are an emerging technology internationally and are currently being explored as a complement to existing mobile and fibre networks rather than a replacement.
He said the Department recognises the potential benefits for hard‑to‑reach areas, maritime users and overall communications resilience.

Johnston said practical deployment is “complex” and would require commercial, technical and regulatory arrangements, typically involving partnerships between satellite operators and mobile network operators using licensed spectrum.
He noted that the island’s size and existing mobile coverage mean it is important to understand where satellite services would add value before considering investment.
Spectrum regulation sits with the Communications and Utilities Regulatory Authority, which plans to seek expressions of interest from industry later this year.
Satellite bands will be included in that process, and any operator wishing to use satellite‑enabled mobile services would require licence amendments or new authorisations from CURA.
Johnston said the Department will continue supporting an environment that encourages investment and innovation in advanced telecoms infrastructure, working with industry and the regulator to understand the opportunities satellite‑based mobile technology may offer in future.
