The Department of Health and Social Care has published a progress report on governance reforms, claiming work is moving “from intent into a practical delivery programme”.
Earlier this year Tynwald members backed “closer collaboration between DHSC and Manx Care through legislative updates and shared governance mechanisms”.
Nine work strands are being progressed, including developing a 10-year Health and Social Care Strategy, strengthening financial alignment with Treasury, and redesigning board governance.
The department said it has secured external support for a capability review and is implementing interim changes to the DHSC Board structure by the end of July.
A key change would bring “representatives from across the whole health and social care system into DHSC’s strategic governance arrangements, including Public Health and Manx Care leadership”.
A summer engagement programme will test proposals with who it deems to be stakeholders through workshops and task groups.
The report acknowledged legacy challenges, saying “constant changes in the department’s leadership, plus a high churn rate more broadly in the department, have created significant instability”.
The department said it will return to Tynwald in December with refined proposals and an updated implementation plan.
