The DoI has set out its intention to deliver improved bus passenger facilities in Douglas at Victoria Street and the Bottleneck, following an assessment of several options.
It says that bus operations at the Lord Street site will be disrupted or stopped while the planned new development, which includes a new bus terminal, is built.
The proposals come after a Tynwald motion called for better facilities, with the long-awaited Lord Street development still yet to begin construction.
The department has been developing short to medium-term solutions using £150,000 from the Project Development Fund.
Two Sea Terminal options were considered but rejected due to operational constraints, safety issues and disproportionate costs.
The Sea Terminal Rear option was estimated at £2.3m, while the Front option came in at £936,000.

Instead, the department intends to progress with Victoria Street improvements costing £420,000 and Bottleneck shelter enhancements at £315,000. The total development cost including contingencies is £735,000.
The combined package will deliver four bus stops on Victoria Street with real-time information, lighting, shelter, seating and WiFi, alongside Bottleneck shelter facilities serving both bus and tram passengers.
The department said: “Together, these options provide the best balance of passenger benefit, deliverability, affordability, and network coverage, though they do not achieve all of the facilities identified in the Tynwald Motion.”
It will seek funding through the 2027/2028 budget process, with work targeted for completion in the same fiscal year if approved.
Minister Tim Crookall will make a statement on the plans in July’s sitting of Tynwald.
