The Department of Home Affairs has launched a public consultation on the proposed National Infrastructure Security Bill.
The Bill is designed to strengthen cybersecurity and resilience across the island’s critical national infrastructure.
The NISB defines National Infrastructure as physical, digital and organisational systems essential for the Isle of Man’s society and economy.

Sectors identified include electricity, energy, water, communications, transport, financial services, health, public administration, digital platforms, emergency services, food, waste, chemicals, manufacturing and Information and Communication Technology.
The Bill sets out:
- The roles the Department of Home Affairs and the responsible authorities will play in setting and ensuring compliance with cybersecurity standards for the National Infrastructure.
- A tiered model to categorise entities as essential or important, or unclassified depending on their criticality and size, to apply requirements proportionately.
- An approach to setting resilience and cyber security standards.
- The creation of a technical authority to monitor, advise and coordinate responses to cyber threats and vulnerabilities.
- A proposal to create a structured timeline to notify and report security incidents.
- The proposed enforcement framework.
A previous consultation on the policy principles took place in 2024. The Bill was informed by feedback received during that consultation.

The process will run until January 9, 2026.
