Joint Boards set up under the Local Government Act 1985 are already covered by the Tynwald Commissioner for Administration, the Chief Minister has confirmed.
Responding to a written question from Speaker Juan Watterson, Alfred Cannan said the bodies, which are created when local authorities or the Department of Infrastructure act jointly, meet the legal definition of a “listed authority” under the Tynwald Commissioner for Administration Act 2011.
Although the 2011 Act does not name Section 7 Joint Boards explicitly, the Chief Minister said they qualify because they are corporate bodies established by law and made up of representatives from two or more local authorities, or from the Department of Infrastructure and local authorities.
The relevant provision was activated in July 2020, meaning Joint Boards have been within the Ombudsman‑style oversight system for several years.
