A major redevelopment of the former Lord Street bus station and car park in Douglas looks set to be refused next week, following a disagreement over affordable housing contributions.
Planners are recommending that the Planning Committee reject the application by Lord Street Development SPV Ltd for an up to 12-storey mixed-use scheme.
The development would include a multiscreen cinema, 85 apartments, 12 commercial units, and 94 private parking spaces.
In a report published ahead of Monday’s meeting, planning officers concluded the scheme was viable and should contribute to affordable housing and public open space.
Affordable
The applicant had argued the development was unviable and proposed an “open-book post-completion review mechanism” to pay contributions later.
The DoI’s Public Estates and Housing team said: “The applicant had previously stated that it did not wish to provide affordable apartments on the site.
“This was based upon the desire of the applicant to not provide any AHU’s as the concept of this residential development was aimed at a particular category of purchaser and would not be a suitable location for first – time buyers or for Public Sector homes for rent.”
It described this position as “disappointing as there are a number of persons on the First Time Buyer Register seeking a 2B apartment in Douglas”.
The division also raised concerns about the proposed review mechanism. “The Department has given careful consideration to this proposal and does not support the proposals,” its representation stated.
It added: “Approval of such a mechanism will undoubtedly create precedent for other developments.”
Strategic Plan
Officers have recommended refusal on two grounds, stating the application is contrary to housing and recreational policies outlined in the Strategic Plan.
The scheme would also provide five bus stands, a new public waiting area, and a green roof terrace. It had been reduced from an initial 14 storeys following discussions with planning officers.
The Planning Committee will meet at Murray House in Douglas on Monday at 10 am to make a final decision.
