nfrastructure Minister Dr Michelle Haywood has insisted her department has listened to the public over new 20mph speed limits.
The session, focused on questions for oral answer, saw several MHKs challenge the consultation process for the Speed Limits (Various Roads) East Area Order 2025.
MHK Chris Thomas immediately questioned the legal basis of the consultations, asking, “Can the minister confirm that the only person who’s actually consulted with about a draft order is the Chief Constable?”
He later argued that Dr Haywood had “misquoted the law”.
Changes
Rob Callister sought assurances on whose advice would ultimately be followed, questioning, “Can I ask the Minister if she will actually listen to what the Fire Officer, the Chief Fire Officer, says and the Chief Constable says and will she implement those changes that those two very important positions actually say in respect of this matter?”
In response, Dr Haywood robustly defended the procedure. She confirmed the Department of Infrastructure had consulted the Chief Constable as legally required and had received his written response after she had met him personally.
Directly countering suggestions the process was not genuine, Dr Haywood said: “I must take exception to some of the members’ language there. This is a statutory process that we go through.”
She further asserted “I am listening to the public,” and noted the consultation period was extended to accommodate feedback from Douglas City Council.
The DoI will now assess all feedback received before a final decision on the order is made.
