The Department for Enterprise launched a strategic review of the eGaming sector following recent challenges, including the surrendering of Celton Manx’s licence.
The review aims to ensure the long-term viability of an industry that remains a key contributor to the economy.
In response to a question from Douglas North MHK John Wannenburgh, Minister for Enterprise Tim Johnston confirmed that work began last year on a refreshed eGaming Strategy as part of Digital Isle of Man’s 2025 Programme.
“The eGaming sector has matured significantly since it was established 25 years ago,” said Mr Johnston, “and the landscape for businesses, regulators, and jurisdictions has been required to evolve accordingly.”

The strategy seeks to support the sector’s prosperity while reinforcing the island’s reputation as a hub for “high-quality, responsible eGaming businesses.”
An external consultant was appointed earlier this year to conduct the review, which includes jurisdictional benchmarking, risk analysis, and identifying the Isle of Man’s unique market advantages.
Mr Johnston emphasised the sector’s economic importance, noting its direct and ancillary contributions.
He added that the outcomes would inform the strategy and an action plan, which will be published this month.
