A new specialist support service for children with the most complex needs is set to launch in September.
The Early Years Inclusion Hub will be established within the existing Pre-School Assessment Centre, providing targeted support for children aged three and four who cannot access mainstream childcare settings.
Data indicates that typically between two and five children each year face these barriers to early education.
The decision follows the Children’s Champion Report 2023/24, which asked the department to explore approaches for supporting children with complex needs.
Minister for Education, Sport and Culture Daphne Caine MHK said: “For those children and families, it is essential that we have a clear, coordinated and compassionate pathway that provides timely support and promotes inclusion wherever possible.”
The department considered three options, including establishing a standalone government-led specialist nursery, but opted for the hub model to build on existing expertise and resources.
Mrs Caine said: “Together, we will continue to deliver the Childcare Strategy and the Child First ambitions, so that every child has the opportunity to grow, thrive and belong.”
The hub will roll out in phases from September 2026, with additional term-time staff appointments and building adaptations expected from January 2027.
