In a long speech, the Liberal Vannin leader tore through several areas of the proposed amendments as members considered the Bill’s second reading.
Mr Hooper criticised the drafting, calling the approach to childcare credit powers “a bit of a bonkers way of writing primary law.”
He added: “It seems nuts to me.”
The MHK raised significant technical and safety concerns about the proposed Alternative Provision Centres (APCs), highlighting that staff would lack legal powers to search pupils or restrain them if necessary.
He also warned the core APC concept “just doesn’t work” within the existing Education Act framework.
MHKs are continuing to debate the Bill’s second reading.
