DOI not ‘abandoned’ plans to re-instate horse tram tracks

The Minister for the Department of Infrastructure (DOI) Tim Crookall MHK says that his department has not abandoned plans to re-instate a section of the horse tram tracks.

He added that the ‘Department has retained a tram corridor to allow future re instatement of the track’.

His answer was in response to Juan Watterson MHK who asked ‘Whether Schedule 3 to the Isle of Man Passenger Transport Act 1982 has been complied with regarding discontinuance of the section of the Douglas Bay Horse Tramway between Broadway and the Sea Terminal’.

The Minister replied, ‘Part I of Schedule 3 to the Isle of Man Passenger Transport Act 1982 (“the Act”) deals with the discontinuance of
Railway Transport Services.

‘It should be noted this includes tramway, by the virtue of the definition of “Railway” within section 30 of the Act which includes tramway.’

‘The Department would like to clarify that the Department has not terminated the Douglas Bay Horse Tramway (DBHT) and it continues to operate on a seasonal basis.

‘As such no termination of a transport service has occurred. In terms of the section of the Douglas Bay Horse Tramway between Broadway and the Sea Terminal, and the requirements of schedule 3, the Promenade refurbishment scheme which included the removal of the vast majority of the DBHT track, was well publicised.

‘Tynwald approval was provided in 2017 for the removal of the tracks as part of the scheme.

‘The Department has not abandoned the section referred to and has not requested a resolution for abandonment. Indeed the Department has retained a tram corridor to allow future re instatement of the track.’
