Manx Care Exceeds Budget Across Three Years

Newly published figures reveal that Manx Care has spent significantly more than its allocated budget over the past three financial years.

Responding to a written question from Ramsey MHK Lawrie Hooper, the Minister for Health and Social Care, Claire Christian, confirmed that the organisation’s budgets and actual expenditure were as follows:

  • 2022/23: Budget £290.86m | Actual £323.44m
  • 2023/24: Budget £313.27m | Actual £354.87m
  • 2024/25: Budget £346.83m | Actual £366.06m

The Health Minister added that information on actual spending and budgets is publicly available, either through the published accounts or via the Treasury Financial Dashboard.

Predicted Expenditure

In addition, the Treasury releases business cases and financial plans annually, which can also be requested under the Freedom of Information Act.

The forecast financial outturn figure used in the budget process is not precisely defined.

Manx Care provides the Department with a range of options showing what could be delivered depending on the level of funding allocated.

Predicted expenditure and outturns are, however, incorporated into the annual budget process, detailed in the Pink Book.

Manx Care board minutes are also publicly available and include financial reports showing actual spending, budget allocations, and expected outturns.
