The government is exploring the potential launch of a rent-to-buy scheme as part of its Housing and Communities Board Action Plan.
The initiative aims to help first-time buyers, particularly those already renting, onto the property ladder.
In a written Tynwald answer, the Board’s Chair David Ashford said: “It is possible that such a scheme could help first time buyers into homes especially those who are already renting.
“But we need to carefully assess the impacts such a scheme would have on the housing market.”
Officials are currently conducting market testing to identify potential providers but Mr Ashford said this “does not prejudice government running a scheme itself, as this decision has not been made’
A final decision on whether to proceed is expected in March.
