A public consultation has opened on proposed updates to the island’s charity regulation framework.
The consultation has been launched by the Attorney General’s Chambers and follows recommendations from the Post‑Legislative Scrutiny Committee, which examined how the Charities Registration and Regulation Act 2019 is working.
Views are being sought from charities, trustees, advisers and members of the public on whether the framework remains effective, proportionate and easy to use, while still managing the risks linked to charitable activity on the island.
Charity Regulation
The consultation asks for feedback on several areas, including:
- Electronic filing and whether the current process works in practice.
- Requirements for smaller charities and whether different thresholds should apply.
- Exemptions for religious or ecclesiastical charities.
- Accounting and reporting flexibility, particularly where a charity exceeds thresholds due to a one‑off donation.
The Chambers says the aim is to ensure the regulatory system supports charities and trustees in their work and remains proportionate to the size and nature of each organisation.
Stakeholders with direct experience of running, advising or fundraising for charities are encouraged to respond.
The consultation is open until Sunday, June 21.
