A parent and political commentator has welcomed parts of an external review into the Isle of Man’s education system.
However, Paul Speller has also raised concerns over potential “one-size-fits-all” approaches in secondary schools.
The review, published last month, highlighted inclusivity and praised teacher-learner relationships at primary and special provision levels.
Paul said: “I welcome recognition in the overview of the value of inclusivity and the praise for teacher/learner relationships at primary and special provision level.”

Despite this, Paul questioned whether calls for “personalised learning strategies” in secondary schools would counter rigid policies.
“I hope the call for ‘personalised learning strategies to improve learner engagement and learning behaviours’ specifically in secondary schools means a pushback against the increasing trend for one-size-fits-all strategies.”
He also noted that advocates of strict rules may interpret the report’s focus on reducing disruption as validation.
“But supporters of the more rigid rules will see talk of methods to ‘reduce learning disruption’ and argue that vindicates a strict approach on seemingly minor matters.”
Behaviour
On proposals for an island-wide behaviour strategy, Paul asked: “Could the call to consider an ‘Island-wide approach to behaviour for learning’ lead to the same, very specific approach in each school, like some academy chains, or are we talking about general aims?”
While acknowledging teachers’ dedication, he criticised vague policies.
“They need genuine support from education leaders – investment in resources, good environments and a system that gives them room to use their skill and experience to the best effect. Not vague platitudes. Not inflexible, one-size-fits-all strategies.”
Paul added: “The overview raises as many questions as it answers. What really matters is what the government and senior school leaders do next.”
