The Communications and Utilities Regulatory Authority has set out the routes available for making complaints, following a written Tynwald question.
CURA says that if a concern relates to a specific regulatory decision, such as licensing, regulatory action or access to information, options may include appealing to the Authority’s Board or pursuing judicial review, depending on the type of decision.
The courts would normally expect internal complaint routes to be exhausted first.
The Authority’s published complaints procedure sets out a three‑stage process: raise the issue with the officer involved; escalate to the Chief Operating Officer for a written response within 15 working days; and, if still dissatisfied, request a review by the Chief Executive Officer, who will also respond within 15 working days.
CURA added that its Board can examine a complaint where the matter concerns a senior officer of the Authority.
