A woman described by a senior police officer as a “trusted lieutenant” in organised crime has been jailed for 15 years and six months for her involvement in multiple drug conspiracies.
Hayley Williams was sentenced for serious drug offences after playing a “significant” role in criminal syndicates headed by Jamie Smith and Liam Bradley.
Detective Inspector Jamie Tomlinson of the Serious & Organised Crime Unit said Williams used her role as a food delivery driver as a disguise to deal drugs on behalf of Smith, who is already serving a 20-year sentence.
“Whilst Smith directed the supply of controlled drugs from his hotel room, it was Williams who carried out his instructions, driving to all parts of the island in order to supply them,” Mr Tomlinson said.
Escobar
“She was his trusted lieutenant and was looked upon by Smith as someone who was efficient in both drug dealing and the collection of monies with ruthless efficiency.”
During covert recordings at a hotel, Smith referred to Williams as “Hayley Escobar” in reference to her drug activity.
The court heard Williams was also a key figure in another syndicate run by Bradley, who is currently serving nine years and four months.
In May 2024, officers intercepted a vehicle driven by Williams in the car park of the Best Western Hotel, locally known as The Palace. Inside the vehicle they found 635 grams of cocaine with an estimated street value of more than £63,000.
Jurby
On a separate occasion, Williams drove to the Jurby area in the early hours and left a package containing sim cards, cocaine, ketamine and MDMA intended for a prisoner on outside work duties.
The items were found when the prisoner was searched on his return to prison.
Mr Tomlinson added: “Hayley Williams revelled in the position she had been given by Smith and she was prolific in the physical supply of controlled drugs for the period up to her arrest.”
He said she “clearly did not consider the impact her arrest and sentence would have on her young family”.
The detective said the sentence reflected “the significant involvement she played as a willing and important member of these organised crime groups”.
