Health and Social Care Services Review Underway

The DHSC has initiated a review into the governance arrangements of health and social care services..

The review, to be conducted by the Mersey Internal Audit Agency, will assess the current legislative framework and governance structures between the DHSC and Manx Care.

It will also examine funding allocations for third sector organisations delivering essential services. Interim DHSC Chief Officer Professor Tim O’Neill will oversee the process.

Interviews will be conducted with healthcare professionals, patients, third sector representatives and politicians.

A desktop review of key documents will also be undertaken. A final report, including recommendations, is expected by the end of September 2025, with internal review and Tynwald scrutiny to follow.

Health and Social Care Minister Claire Christian said: “With Manx Care now in its fifth year, this is a timely opportunity to reflect on how the current arrangements are working in practice.

“Members of Tynwald have raised important questions about the effectiveness of existing governance structures and whether Manx Care is fully equipped to meet its Mandate within the resources available.”

She added: “This review will help ensure our health and care services are governed effectively, transparently and in a way that delivers the best outcomes for our community.

“We are committed to listening to all voices and working collaboratively to shape the future of health and social care on our island.”
