The government is set to introduce new environmental laws aimed at overhauling waste management, including a ban on “dilute and disperse” landfill sites.
A report to Tynwald from DEFA confirms that a draft Environmental Protection Bill has been prepared.
The proposed legislation will introduce water quality standards and updated waste regulations aligned with UK and international best practice.
Under current DEFA policy, dilute and disperse landfill sites must cease accepting new material by December 31 2030 while the DoI has submitted a planning application for a new fully engineered landfill to replace existing facilities.
Response
The response addresses four recommendations made by the Environment and Infrastructure Policy Review Committee.
It confirms that secondary legislation will introduce groundwater standards and update the Water Pollution Scheme 2020 to include all pollutants for inland and coastal waters.
Work is also progressing on a new pumping station at the Raggatt landfill to transport leachate to the new Peel sewage treatment works, which is due for completion by the end of 2027.
