Manx Care has refused a Freedom of Information request for a report into the mental health needs of prisoners at the prison.
It stated that its release would “be likely to otherwise prejudice the effective conduct of public business”.
The request, made on August 12, sought a copy of a Health Needs Analysis report conducted by the Tamlyn Cairns Partnership on behalf of Manx Care, which was initiated as part of a coronial process.
In its refusal, Manx Care said that “the nature of the report and discussions which are yet to take place between itself and the DHSC” are “essential and need to be uninhibited”.

It argued that “disclosure would be likely to have an adverse effect on Manx Care’s ability to fully meet these broader objectives.”
Furthermore, it stated that “the information could be misinterpreted at this time” and that “there is no evidence to suggest that disclosure of this information will serve a wider public interest at this time”.
While acknowledging factors in favour of disclosure, including “openness and transparency” and allowing “the public to scrutinise the actions of Manx Care,” the organisation concluded that the factors for withholding the report outweighed those for its release.
The response noted that “the report may be published at a future date” but no intention to publish was confirmed at the time of the request.
