The final Our Island Plan report reveals that several major commitments, including emergency planning reforms, renewable energy progress and the island’s new Strategic Plan, remain incomplete as the administration ends.
The report shows that 17 of the 31 Covid Review recommendations are still in progress, with several key actions not yet delivered.
These include the revised pandemic plan, strengthened emergency planning capacity, and updated emergency powers legislation. Some recommendations will not be completed until late 2026, while others are described as “longer‑term pieces of work”.
Timelines Slipped
Energy and infrastructure timelines have also slipped. The report notes that the island’s onshore renewable energy target, including the long‑discussed 20MW onshore wind project, remains “anticipated” rather than delivered.
Meanwhile, the long‑delayed Peel and Garff wastewater treatment schemes are now expected to be completed by 2028, years later than originally planned.
Planning reform has also been pushed back. The new Strategic Plan, which underpins housing, land use and development policy, is now not expected to be approved until 2027 or early 2028, meaning it will fall entirely to the next administration.
Other milestones have been quietly closed without delivery, including the government’s proposed eGaming Strategy, which the report confirms “will no longer be progressed”.
While the document highlights progress in areas such as housing approvals, border security and health investment, it also sets out a series of unfinished reforms that will now be inherited by the next Council of Ministers, leaving several of the island’s long‑term structural challenges unresolved.
