Chief Minister Alfred Cannan has ruled out starting an inquiry now into eGaming in the island, following the Bloomberg allegations.
A major investigation by Bloomberg claimed the Manx Government’s drive to attract online gambling companies had created openings for alleged scam rings targeting Asia.
In Tynwald, Douglas East MHK Joney Faragher asked Cannan whether the Council of Ministers had considered the report and what response was planned.
Pointing out the Council of Ministers’ weekly meetings were confidential, he replied: “In the interests of transparency and openness I can confirm the Bloomberg Businessweek article was not the subject of formal consideration by the Council of Ministers following the publication. Members will be aware there is a large and complex criminal investigation that is currently taking place.”
Faragher asked whether CoMin had considered commissioning an independent inquiry into the “government’s own role, including the effectiveness of regulation, supervision and decision making, rather than focussing solely on the actions of private companies”.
Cannan doubled down on the criminal investigation line, saying: “The current view is that needs to run its course so that facts can come out in a public arena via whatever judicial process takes place.
“I am sure at some point there will be interest in further establishing what the government’s processes were in terms of the overall case.”
Faragher argued: “Criminal investigations will concern potential offences but an independent inquiry would look at government policy, regulation and oversight.
“An independent inquiry, therefore, into the actions of government, could proceed quite easily alongside these investigations.”
She asked what the threshold was “before government accepts that an independent examination of its own actions is necessary”.
“Ridiculous”
Cannan argued an inquiry could “quite easily” have been commissioned by Tynwald.
“The honourable member has had two years bring forward a proposal to set up a select committee, for example, to look into these matters,” he said.
“It is ridiculous to think that a chief minister or a Council of Ministers is going to start a national inquiry six or seven days before effectively the end of this government and we move into an election period.”
King Gaming raid
The Bloomberg report detailed how King Gaming Ltd, once praised by Manx ministers as a vision for the Island’s economic future, was labelled a “criminal organisation” by a Chinese court.
Six former employees were found guilty of scamming victims in China out of more than $5m.
Police raided King Gaming’s office in Douglas in April 2024 and the report makes a number of claims about the King Gaming situation and the online gambling industry in the Island.
Referring the King Gaming situation, Cannan told Tynwald: “The Isle of Man can be proud of its criminal response, once it had been made aware of the full scale of what had been going on.”
But he would not say something that would “in any way jeopardise” criminal proceedings.
