Plan is ‘doomed to fail’

Advocates acting for Baccarat Limited have written to Tynwald members urging them to reject the proposed Area Plan for the North and West.

In a letter from Simcocks, seen by Manx.News, the law firm outlines concerns ahead of this week’s vote.

The letter states the plan’s deliverability has not been properly assessed, arguing it is “doomed to fail.”

It argues the Cabinet Office has “failed to address deliverable highway mitigation proposals” for already congested junctions and that an essential updated National Infrastructure Strategy was not completed first.

The letter also states there is a “conflict of interests,” as the Cabinet Office both created the plan and administered the public inquiry.

It further questions the process’s independence, noting legal advice for the inquiry came from the Attorney General’s Chambers instead of an external firm.

The letter concludes the APNW fails to meet its own aim of guiding “sustainable growth” and strengthening “connections to the rest of the island.”

Tynwald is scheduled to debate and vote on the order during this week’s sitting.
