The government’s Efficiencies and Change Programme has identified more than £14m in potential savings, but only £2.5m will be fully realised by the end of this financial year.

In his foreword to the Q3 report, Chief Minister Alf Cannan said the Programme was “not about chasing short-term targets, but about making meaningful and lasting reforms”.
He added: “From the outset, this Programme was shaped by a challenge I set in response to the financial pressures facing government.
“We needed to find more sustainable ways of working more efficiently, while continuing to deliver high-quality services for the public we serve.”
The issue with this sentiment however is that the government launched its programme setting itself the tangible target to “achieve a minimum of £10m in efficiencies and savings by the end of 2025 to 2026”.
Modernisation
Projects completed this quarter include a modernised electoral roll system, enabling people to manage their details online for the first time and enabling technology for direct debit payments.
The National AI Office was launched in January and will work alongside the Programme’s AI Enablement project.
Mr Cannan said: “Artificial intelligence continues to be a priority where it can deliver practical value.
“This will include continued engagement across Government to identify opportunities to improve processes and reduce unnecessary administrative burden.”
The One Government Estate Project is expected to go before Tynwald in March.
Outside the Efficiencies Programme, Manx Care met its mandated 2% efficiency target during Q3. It is forecasting £10.9m in savings through its Cost Improvement Programme by year end, with £8.4m achieved to date.
However, it is also expected to be over budget by the financial year’s end.
