Substandard Buildings Pose a Risk

Manx Care has warned that some of its buildings are placing staff and service users at risk of illness or injury, with care being delivered in “substandard environments”.

The arms-length body’s new operating plan identifies the condition of its estate as “one of Manx Care’s highest risks.”

The Emergency Department at Noble’s Hospital, the Level 3 containment lab and Cummal Moor are highlighted as buildings “not suitable to deliver a modern health or care service”.

The document says: “In some instances, care is being delivered in substandard environments and placing staff and service users at risk of illness or injury and increasing the risk of improvement notices being issued by Registration and Inspections for those buildings that accommodate social care activities.”

As Manx Care is only the tenant of the estate, it is reliant on the DHSC and shared service partners to facilitate improvements.

The first tranche of funding for building condition surveys has been allocated, with further funding expected during 2026-27 and 2027-28 to support a long-term estates strategy.
