Transparency Wanted Over Manx Care Finances

A written question has been tabled seeking greater transparency over Manx Care’s finances during its first years of operation.

Ramsey MHK Lawrie Hooper has submitted the question to the Minister for Health and Social Care, asking for detailed information on Manx Care’s forecast financial outturns and actual spending across three financial years.

Mr Hooper is asking what Manx Care forecast its financial position would be as part of the budget process for the 2022/23, 2023/24 and 2024/25 financial years.

In addition, he has requested figures showing Manx Care’s allocated budget for each of those years, alongside the organisation’s actual spend.

The question comes amid ongoing political and public scrutiny of Manx Care, which was established in 2021 to deliver health and social care services at arm’s length from government.

Since its creation, concerns have been raised in Tynwald about cost pressures, governance, and whether the organisation is operating within the budgets approved by Tynwald.

By requesting both forecast and actual figures, the question is expected to shed light on how accurately Manx Care has predicted its financial position and whether significant variances have emerged between planned and real-world spending.

The Health Minister has until January 7, 2026 to respond.
