Grading Changes to Indecent Images of Children

From April 21, the Isle of Man will change the system used to grade the severity of indecent photographs of children.

The island will adopt the categories used for grading in England and Wales, which is set to speed up prosecutions of child sex offenders.

It will enable the Constabulary to use artificial intelligence to rapidly grade illegal material that matches verified entries in the UK’s Child Abuse Image Database.

Grading Changes

Although the Police already uses CAID, the grading of material is currently done manually by police officers and digital forensic investigators. 

This is because CAID’s AI grading tool doesn’t align with the current system set out in Manx law.

CAID has been positively received by UK law enforcement agencies for significantly reducing the time it takes to review and categorise images.

Minister for Justice and Home Affairs, Jane Poole-Wilson MHK, said: “This Government set out a clear ambition to reform and modernise the Island’s criminal justice system in 2021. 

“We have made tremendous progress, but there is more to do, and this latest advancement is another step on that journey.”

Digital Tools

Jane Poole-Wilson added: “Bringing our grading system into alignment with England and Wales means police will be able to use the latest digital tools, in a comparable way to neighbouring jurisdictions. 

“It means the police will be able to work faster and more effectively. This will ultimately support efforts to identify and safeguard the victims of sexual abuse and to bring swift justice to those who commit these heinous and despicable crimes.  

“The work of investigators means they are repeatedly exposed to distressing material, so it can be identified and classified, a task crucial in securing successful prosecutions. 

“This takes an emotional toll, and we owe them a debt. The use of AI will reduce their exposure, which is to be welcomed.”
