Six of Seven Northern Authorities Backed Amenity Board

Six of the seven northern local authorities indicated support for the new Northern Civic Amenity Joint Board Order before it was made, the Infrastructure Minister has confirmed in a written Tynwald answer.

Ramsey MHK Lawrie Hooper asked whether each authority had told the Department of Infrastructure if it supported or opposed the Order, and whether that information was known before the Order was signed.

Minister Tim Crookall said all seven authorities responded during the statutory consultation in April, with six “broadly in favour” subject to comments, most relating to site operations rather than the legal Order itself.

Issues raised on the Order included voting rights, publication of minutes, the Department’s role on the Board and quorum rules.

Minor changes were made to the draft before it was circulated again on June 11. The Department told authorities it was not reopening consultation and intended to proceed, with the Order formally made on June 22 ahead of the July sitting.

Further questions were raised after the Order was made, and the Department says responses have been provided where appropriate.
