The Isle of Man Constitution Bill 2023 is back before MHKs this week as they consider an amendment from LegCo.
In short, the Bill would remove the vote from the Bishop, a move the Church of England has threatened would likely lead to it considering the future of the Diocese of Sodor and Man.
While the Bill made it through LegCo, Gary Clueit’s amendment means that the Bishop will lose the vote five years after the Bill receives Royal Assent or at the end of the current Bishop’s tenure, whichever happens first.
When the Bill was passed for its third reading by MHKs, it received 14 votes in favour and nine against.
Heritage
One of those MHKs who opposed the Bill, Onchan MHK Rob Callister, says he won’t be changing his mind.
He said: “For me, this debate is about far more than constitutional mechanics – it’s about heritage, balance, and the unique character of our democracy.
“The Bishop’s presence in Tynwald dates back centuries, forming part of one of the oldest continuous parliamentary traditions in the world.
“Removing the vote risks severing a link that connects our modern governance to its deep historical roots. This isn’t just symbolic; it reflects the Isle of Man’s identity as a nation that values continuity alongside progress.”
He added: “I see absolutely no valid reason why this course of action is being taken during this administration.
“I understand that opinions on whether the Lord Bishop should retain their vote continue to divide parts of our community, but I genuinely believe this change is not in the best interests of either the Isle of Man or the Manx Parliament.”
