The Standing Orders Committee of Tynwald has recommended significant updates to parliamentary procedures.
Yeah, it’s dull, but it’s also kind of important, so stick with it.
The report, chaired by the Speaker Juan Watterson, includes reforms to statements, unreached questions, and the sub judice rule, among others.
One key proposal requires the text of statements to be circulated to Members by 5pm the day before delivery, with exceptions for last-minute revisions.
The report recommends: “If a Member, in delivering a statement, departs substantially from the circulated text, the President may disallow the remainder of the statement.”
The committee also addresses unreached questions, suggesting written answers within 48 hours or withdrawal for future sittings.
“The default position should be a Written Answer within 48 hours,” the report notes, aligning practices between Tynwald Court and the House of Keys.
Live planning applications would fall under the sub judice principle, restricting questions until decisions are finalised.
However, an exception is made for motions to annul planning decisions, described as “part of the statutory planning process.”
Other recommendations include allowing Members to register support for motions, reforming the election process for the President of Tynwald, and updating the Code of Conduct for journalists to require disclosure of published footage.
