Consultation on Graduated Licensing Due This Summer

Infrastructure Minister has confirmed that work is under way to develop a graduated driver licensing framework, with a public consultation scheduled for summer 2026.

The update came in a written response to a question from Rushen MHK and Speaker Juan Watterson, who asked what plans existed to pursue graduated driver licensing following research carried out in 2000.

The Minister said the Department commissioned a review of best practice in other countries in 2020, examining their potential safety impact in an Isle of Man context.

He stated that the Department is continuing work to develop and implement a GDL framework. The upcoming consultation will seek views from the public and industry stakeholders on the key components of a potential scheme.

According to the written answer, the Department will consider consultation responses alongside technical evidence and will provide policy options to the next administration.
