A man who failed to provide a breath sample when requested at Police Headquarters will be sentenced in November.
William Daniel Hays, 37, of Castletown, admitted the charge when he appeared before Deputy High Bailiff Rachael Braidwood.
The incident happened on May 27.
His advocate Laurence Vaughan-Williams said his client had provided a roadside test and made two attempts at the Police HQ but had chosen to plead guilty having previously denied the charge.
Mr Vaughan-Williams said it was “totally of character” for his client and requested that a social enquiry report be provided by probation services before Hays is sentenced.
