The Council of Ministers has changed its board structure to drive forward policy and priorities in the Economic Strategy and Our Island Plan.
The Economic and National Strategy Board (ENSB) replaces the Economic Strategy Board (ESB) with a broader remit.
It will lead on issues that directly affect the economy, such as air and sea connectivity, migration, financial discipline, housing, and external relations.
Structure Changed
The ENSB will set direction and develop policy strategically aligned to Our Island Plan, leading on the theme ‘A Strong and Diverse Economy’.
In the event of major national and economic risks, including climate change, the ENSB will act as the National Security Council.
The Council of Ministers’ board structure was reviewed during the summer. Further key changes include:
- Climate Change Transformation Board (CCTB) – to deliver the Climate Change Programme, the Council of Ministers has moved the CCTB to the Department of Environment, Food, and Agriculture (DEFA). It aligns with DEFA’s purpose and priorities, and is chaired by DEFA Minister Clare Barber MHK.
- Communities and Environment Board (CEB) – key responsibilities of the CEB’s original role, such as climate change and housing, are now delivered by dedicated groups. The CEB will therefore wind down, and remaining policy responsibilities will transfer to other Council boards or to departments.
Housing Board
The Housing and Communities Board (HCB) continues to work to ensure access to appropriate, affordable housing for all residents.
Two new lay members have joined the Board and with the existing lay members, will continue to bring industry insight, and positive challenge, to how the Board develops and delivers housing policy and work programmes.
Chief Minister Alfred Cannan MHK said: “The revised structure is a sensible evolution. It ensures the Council of Ministers can continue to apply a rigorous approach in formulating government policy to meet commitments made in the Economic Strategy and Island Plan.”
