The government CEO has defended the current model for handling whistleblowing concerns, resisting suggestions that an independent body should take charge.
Appearing before the Select Committee on Whistleblowing Policy Implementation, Mark Lewin was questioned about whether the system prioritises protecting the organisation over individuals.
He argued that concerns are best dealt with by specialists within relevant departments who understand the issues directly.
“If somebody’s got a concern, to get that to the individuals who understand that concern and can translate it and respond to it, I think it’s really important,” he said.
The committee noted that Scotland has introduced an element of independence within its whistleblowing policy. Mr Lewin acknowledged the Isle of Man has instead drawn from various UK and Irish approaches.

“I think in terms of trying to find that balance, the Isle of Man has tried to take the best pieces of the legislation as exists throughout the United Kingdom,” he said.
He highlighted the anonymous Integrity Line as an additional safeguard, describing it as a feature that goes “one stage further” than other jurisdictions.
The chief executive said the focus of recent changes has been on “assurance on the process” rather than centralising investigations.
“The centre is only being told that the gate has been activated for an assurance perspective,” he said. “It is not reaching in.”
Mr Lewin added that the government would “never stop learning and listening” on the issue.
