The Isle of Man Immigration Service is bringing in a wide set of reforms to the island’s immigration rules.
It aims to bring the system broadly into line with the UK while tightening safeguards and responding to local workforce needs.
The changes centre on the Worker Migrant Visa route, which will be reshaped to mirror key parts of the UK’s Skilled Worker route.
Government says the move will give employers more predictability while keeping Manx‑specific requirements where the local labour market demands it.
The reforms follow the Council of Ministers’ 2025 Update Report on Inward Migration and the Securing Our Island strategy, which set out the aim of attracting the “right people with the right skills” while protecting the integrity of the Common Travel Area and prioritising opportunities for Isle of Man workers.
Changes
Key updates to the Worker Migrant route include:
- New occupation codes aligned with the UK’s 2020 SOC system, along with updated salary thresholds.
- A shift towards higher‑skilled roles, with medium‑skilled jobs only eligible if listed on a new Isle of Man Shortage Occupation List.
- A Sequential Labour Market Test, replacing the Resident Labour Market Test, requiring employers to recruit first on‑Island, then within the CTA, before looking further afield.
- Tighter rules on dependants, limiting which roles allow certain family members to accompany a worker.
- Restrictions preventing visa holders from switching employers in their first 12 months.
- A strengthened Employer Compliance Policy, increasing checks and enforcement.
- A new Confirmation of Employment Policy to tighten sponsorship controls.
The changes apply only to new applications. Anyone already living and working in the Island on a valid Worker Migrant visa will not be affected.
Reforms Balance
Chris Thomas MHK, Treasury Minister said: “People have been coming to the island for centuries and we have important communities who have chosen to live here.
“These reforms are aimed at balancing the opportunities and challenges of immigration, broadly aligning our framework with that of the UK, while ensuring safeguards reduce the risk of exploitation and abuse within the system.”
David Ashford MHK, Minister for Cabinet Office added: “The Council of Ministers’ Update Report on Inward Migration set out clear priorities for how we make inward migration work for the Isle of Man – ‘Right People, Right Skills’, ensuring it is delivered safely and sustainably.
“These reforms to the Worker Migrant rules align directly to those priorities: protecting the safety and security of the island and the integrity of the Common Travel Area, prioritising Isle of Man workers, and ensuring employers can access the skills they need only where those skills cannot be found on-island.
“We will continue to invest in training and upskilling locally, while ensuring inward migration meets, but does not exceed, what is necessary to support our economy and public services.”
Further updates are planned for Autumn 2026, when the island will introduce Global Business Mobility routes in line with the UK. Work is also underway to introduce an immigration healthcare surcharge, expected early next year.
