Manx Utilities says no landowners have been pressurised or subjected to compulsory wayleave powers regarding the proposed Cair Vie onshore windfarm.
The response came in response to a written Tynwald question from Arbory, Castletown & Malew MHK Jason Moorhouse, who asked what assessments had been made to ensure engagement was fair, transparent and lawful, and whether affected landowners had clarity on compensation, rights and potential impacts.
MU Chair John Wannenburgh said the project remains at pre‑application stage, progressing through standard governance, environmental assessment and planning processes.
He said the authority uses the Town & Country Planning Act framework, applied in England and Wales, as best practice for consultation and decision‑making.
While the Act does not require pre‑application consultation, Wannenburgh said Manx Utilities has adopted a “proportionate consultation strategy” to ensure transparency and robustness against challenge.
He confirmed that no compulsory wayleave powers have been triggered, and that land, access and consent matters are being handled “in the normal way” for a project at this early stage. Any future need for wayleaves or land‑rights processes would be dealt with under the relevant Acts of Tynwald.
Assessments relating to landowners, occupiers and business impacts will be set out in the Environmental Impact Assessment submitted alongside any future planning application.
The Chair said that no landowners or occupiers have been pressurised to do anything with respect to this project.
