Tynwald has today approved the Northern Civic Amenity Joint Board Order 2026, a measure brought forward under the Local Government Act 1985.
The Order establishes a new joint board responsible for the Northern Civic Amenity Site, replacing the previous joint committee arrangement.
The change is designed to resolve “longstanding governance, legal, and financial challenges” associated with the site’s operation.
The Department of Infrastructure currently operates the site through a contractor but “lacks statutory powers to recover costs from local authorities” and is liable for the full annual operational cost of around £725,000.
The new board will ensure all benefiting northern authorities contribute on an equitable basis.
