Public Sector Workers Out-Earn Private Sector

The government’s 2025 Earnings Report shows that full‑time workers saw little to no growth in pay over the past year, with earnings failing to keep pace with inflation.

Median weekly full‑time pay stands at £755, slightly lower in real terms than in 2024.

Average weekly earnings also remained broadly unchanged, moving from £929 to £920, though the report confirms a real‑terms decrease once inflation is accounted for.

Public‑sector workers continue to earn more on average, with median weekly pay at £828, compared with £720 in the private sector. Average weekly pay shows a similar pattern: £965 in the public sector versus £901 in the private sector.

The report notes that median Manx earnings were 1% higher than the UK median, though this difference falls within the margin of error.

Gender Pay Gap

The revised gender‑pay‑gap calculation shows gaps favouring men across most measures, including:

  • 9.7% for average weekly pay
  • 4.6% for median weekly pay
  • 5.6% for average hourly pay

Median hourly pay showed a slight gap in favour of women at ‑0.6%. The report highlights a general downward trend in the gender pay gap since 2017.

Living Wage

A recalculation of the Living Wage has led to a sharp rise in the number of employees earning below it:

  • 27.4% earned less than the Living Wage in 2025, up from 20.1% in 2024.
  • 2.3% earned the Minimum Wage, broadly unchanged from last year.
