DoI Minister Tim Crookall says recruiting new drivers is the biggest cause of the recent cancelled services.
Bus Vannin has managed to operate the vast majority of its service in recent weeks, but a number of routes have been cancelled each day.
It has often blamed staff sickness and vacancies on the issues, with eight drivers currently off work and 10 vacancies being open.
Responding to a question from Manx Labour Party leader Joney Faragher, Mr Crookall said it was “important to note that the vast majority of Services have operated as normal”.
He added: “The operational issue for bus vannin is recruitment. Driving staff only need to give two weeks notice.
“The recruitment process and training take considerably longer than this.”
The Minister also said he was not able to provide an end date to the disruption, saying it “will continue until new recruits become operational” and that “at this point it is not possible to give a date”.

Mr Crookall also confirmed the bus service review consultation held earlier this year is due to be published by the end of 2024.
