A patio built in the Laxey River without planning permission also breached the government’s Financial Regulations, an internal investigation found.
The investigation, commissioned by the DOI’s Deputy Chief Officer and included in a Tynwald Commissioner report, examined the £30,000-40,000 cost of deviating a flood wall to accommodate the patio at Victoria Terrace.
While tendering and contract award for the wider £2.6m flood scheme complied with financial rules, investigators found that “the change of scope for the contractor was not correctly notified and managed”.
The report states: “As the increase to the anticipated final cost of the project was over £5,000, it should have been formally notified to the department with a copy to the Project Management Unit, Capital Projects Controller, SACIC and Treasury.”
Investigators also noted that monthly reports were “not always issued to the Department and these were probably not issued to SACIC and Treasury for information”.
