The DoI plans to drop using buses solely for taking students to and from schools.
Dr Michelle Haywood referenced the plan during a Tynwald question about buses serving older peoples complexes.
Onchan MHK Julie Edge asked the minister why people would see empty buses go to or from depots when serving schools.
Dr Haywood said that the question would link into the Transport Strategy, which members are debating on Tuesday evening.
She added: “Underlying that transport strategy is a new bus strategy that is in draft format and we anticipate will be submitted to this honourable court within the next couple of months.
“That new bus strategy sets some changes in play, which means that we will no longer have dedicated school buses, but we will have buses that can be used by the community more generally, so they may open up the opportunity to use those buses that she’s referring to in order to provide additional transport options.”
