Plans for around 200 homes in the North of the Island have been rejected.
The planning committee made the decision over the Sulby Riverside project in Ramsey earlier (Monday).
Concerns were raised on the effects it would have on local wildlife and the flood risk posed by the river.
The scheme also included plans for parks and a pub on land along the banks of the Sulby River.
Blythe Church Investment Holding said it was disappointed by the decision.
